Fayetteville, North Carolina, The City of Fayetteville, NC (pop. 208,675), seeks an experienced and collaborative professional to serve as its Director of Construction Management and Capital Projects. This position is responsible for the planning, coordination, and oversight of the design, construction, renovation, and maintenance of City facilities. The Director will lead the implementation of complex capital projects and oversee the City鈥檚 Capital Improvement Program (CIP), ensuring projects are delivered on time, within budget, and with transparent reporting. This is an opportunity to play a critical role in the continued development and redevelopment of Fayetteville鈥檚 public facilities. The Director will help guide the City鈥檚 growing capital program by fostering strong project management practices, coordinating across departments, and ensuring taxpayer resources are used responsibly and effectively. The position works closely with City leadership, including the City Manager and City Council, to provide project updates, manage expectations, and maintain accountability throughout the life cycle of each project.

The Director of Construction Management and Capital Projects leads a small but highly impactful team responsible for managing major municipal facility projects and coordinating consultants, contractors, and project stakeholders across the organization.
The successful candidate will demonstrate strong leadership, project management expertise, and the ability to build collaborative relationships across departments and with external partners. The Director will review plans, specifications, and cost estimates; participate in project planning and design; negotiate and administer construction contracts; and monitor contractor performance and compliance. The position will also serve as the primary point of contact for City facility construction projects and provide clear communication and status updates to leadership, boards, and the public when appropriate.
Qualifications & Experience 鈥� bachelor鈥檚 degree in construction management, architecture, urban or regional planning, engineering, or a closely related field. At least seven years of progressively responsible experience in construction management, civil engineering, or private-sector construction project management is required, including supervisory experience . Licensure as a Professional Engineer or Architect in North Carolina, or the ability to obtain licensure within nine months, is highly preferred . Additional preferred credentials include Certified Construction Manager (CCM), Project Management Professional (PMP), LEED accreditation, or a North Carolina General Contractor鈥檚 License.

How will your days be spent
On-site observations of facilities, general project and contract administration, payment requests, and change approvals.
Provide prompt and expeditious service regarding issues of interpretations, decisions, and construction bulletins.
Review and evaluate RFIs and submittals. Bring questions or concerns to the attention of design team members who will address problems and suggest resolutions.
Monitor construction changes, shop drawings, and/or other submissions from the contractor.
Review shop drawings, reject work that does not conform to the construction documents, and record the issues with a corrective action report or non-conforming work notice.
Coordinate outside consultants, as required, to complete the project successfully.

Experience:
Minimum of five聽years of Construction Administration experience working on large-scale commercial projects (utilizing concrete, steel, etc.) required; ten years preferred.
Skilled at collaboration, attention to detail, and communication.
An understanding of the principles of sustainable design and prior experience with LEED or Green Globes rating systems is preferred.
Software Skills:
Proficiency in Revit and Bluebeam required.
Knowledge of Microsoft Office required.
Experience in web-based project management programs required.
Education:
Degree in architecture, construction, or related field required.
Sustainability accreditation preferred.

Upon approval and funding of proposed projects, coordinates the preparation of all contract documents including complete drawings, bidding documents, contracts, general conditions and specifications. 聽 Coordinate with the District鈥檚 Purchasing Department during the bidding process and assist in: identifying type of contractors to be notified of bid; notifying contractors of bids; issuing contract documents to bidders; scheduling and managing pre-bid job-site walks with bidders; developing and issuing addenda to the contract documents; reviewing contractors' bids and recommending award of contract to successful contractors; preparing requisition for contract payment, setting up and facilitating pre-construction meetings with contractors and in-house employees.

Supervise assigned in-house employees, architectural and/or engineering firms. Work closely with District faculty, staff and administrators to develop and implement schedules of work for District facilities management employees and contractors. On assigned projects, direct the work of contractors on modernization, expansion, renovation, and new construction projects in progress. Supervise, monitor and record work in progress, process contract documents, review and recommend approval of contractor invoices for payment. Request contract change orders when needed; issue contract change directives when needed. Coordinate with Facilities Management Maintenance and Operations staff to conduct periodic site inspections during a project鈥檚 construction phase to ensure compliance with District鈥檚 Facility Design Guidelines. Extensive use of technology to perform job responsibilities such as computer-aided design programs, spreadsheet programs to develop estimates and maintain job cost accounting, project management programs for scheduling, tracking projects, managing resources and managing available project funds.

Promote continued improvement of internal departmental project management operations and processes; utilize the department computerized work management system and utilize pertinent management reports to schedule, evaluate and improve delivery of department services; promote employee training and development programs; administer disciplinary actions if necessary; participate in the development and improvements to the District鈥檚 emergency and contingency plans and ensure departmental responsiveness in emergency situations; coordinate with campus operations to provide support services for a wide variety of events, programs, official functions, recreational activities, etc.; perform related duties as assigned.

Minimum Qualifications
EXPERIENCE: One year of experience in a lead or supervisory position in a related field. Four years of increasingly responsible experience in construction management, facilities planning, architecture, engineering or a related field (the required lead/supervisory experience may also be used to meet this requirement).

EDUCATION: A Bachelor's degree from an accredited institution in Construction Management, Architecture, Engineering or related field; OR, an Associate degree from an accredited institution in Construction Management, Architecture, Engineering or related field AND an additional two years of qualifying experience.
